Rwanda regional expedition car rental equipped with valid COMESA cards

Driving from Rwanda into Uganda, Tanzania or Kenya is one of the best ways to see East Africa. However, your rental car must carry the right insurance to leave the country, and that starts with a valid COMESA Yellow Card. This guide explains how Rwanda COMESA car rental works, which documents you carry, and how to plan a smooth multi-country expedition.

What a COMESA Yellow Card Actually Covers

The COMESA Yellow Card is a regional motor insurance scheme. It extends third-party liability cover for a vehicle into other participating countries. In simple terms, if you injure someone or damage property abroad, the card shows border officials and police that you are insured there.

The card is issued against a specific vehicle and lists the countries it is valid for. So, it is not a personal document. When you rent, the card must match your car’s registration and cover every country on your route.

What it does not cover

The Yellow Card is mainly third-party cover. It does not automatically protect the rental vehicle itself against damage or theft abroad. Therefore, ask what cover applies to the car outside Rwanda, and what your excess would be, before you sign.

Documents for Your Rwanda COMESA Car Rental

Border posts check paperwork carefully. Missing one page can cost you hours, so keep everything in a single folder on the dashboard.

  • COMESA Yellow Card: listing your vehicle and the countries you will enter.
  • Vehicle registration (logbook) copy: provided by the rental company.
  • Letter of authority: a signed letter allowing you to take the car across the border.
  • Your driving licence: plus an International Driving Permit if it is not in English or French.
  • Passport and visas: the East Africa Tourist Visa covers Rwanda, Uganda and Kenya together.
  • Rental agreement: showing your name and the approved travel dates.

At most crossings, customs will also issue a temporary import document for the vehicle. Keep it safe, because you hand it back when you leave that country. Fees and rules for these permits change, so we brief you on current requirements when you book.

Popular Regional Expedition Routes

Most cross-border trips from Kigali head north into Uganda. Others continue east toward Tanzania or Kenya for longer overland journeys.

Rwanda to southwest Uganda

The Gatuna/Katuna border is about 1.5 hours from Kigali. From there, you can reach Lake Bunyonyi, Bwindi and Queen Elizabeth National Park. Alternatively, the Cyanika border near Musanze is handy for Mgahinga and southern Bwindi.

Rwanda to Tanzania

The Rusumo crossing in the east links Rwanda with northwest Tanzania. This route suits travellers heading for the long drive toward the Serengeti and Lake Victoria regions.

Multi-country loops

Some guests plan a loop through Rwanda and Uganda, then return to Kigali. Others combine three countries over several weeks. Either way, list every country before booking, so your Yellow Card covers them all. For inspiration, see our 15 days Uganda and Rwanda safari itinerary.

Driving Rules Change at the Border

Rwanda drives on the right. In contrast, Uganda, Kenya and Tanzania all drive on the left. This switch is the biggest adjustment on any regional expedition.

  • Pull over after the border and take a minute to reset your thinking.
  • Be extra careful at roundabouts and when turning into a road.
  • Overtake only with a clear view, since your left-hand-drive position changes your sightlines.
  • Expect more trucks, speed bumps and police checkpoints on Ugandan and Tanzanian highways.

Speed limits and fines also differ by country. So, keep your documents ready at checkpoints and stay polite and patient.

What Happens at the Border Post

Most East African crossings are now one-stop border posts, where both countries work in one building. Still, the process has several steps, so it helps to know the order.

  1. Exit immigration stamps your passport out of Rwanda.
  2. Customs records the vehicle leaving and checks the logbook copy and letter of authority.
  3. Entry immigration processes your visa for the next country.
  4. Customs on the other side issues the temporary import permit and may inspect the Yellow Card.

Arrive early in the day, because queues grow in the afternoon. Also, keep photocopies handy, since some officers like to keep a copy.

Choosing a Vehicle for a Long Overland Trip

Expedition driving is harder on a car than a short park visit. You will cover long distances, mixed surfaces and remote stretches. As a result, reliability and space matter more than style.

The Land Cruiser Safari is the classic overland choice. It has a tough chassis, high clearance and room for fuel, water and bags. Many travellers add a rooftop tent so they can camp at lodges and parks along the route. Our car rental with camping gear comes ready for that style of trip.

Smaller groups on good roads may prefer a Prado. Whatever you choose, ask for two spare tyres on long remote routes.

Planning Tips Before You Leave Kigali

  • Book early, since cross-border vehicles need extra paperwork prepared in advance.
  • Share a rough route, including border posts and dates, when you request a quote.
  • Carry some cash in local currency for border fees and fuel in rural areas.
  • Save our WhatsApp number and confirm how support works outside Rwanda.
  • Book gorilla and park permits early, as these sell out in peak months.

Frequently Asked Questions

Can I buy a COMESA Yellow Card myself at the border?

The card is linked to the vehicle and is arranged through the vehicle’s insurer. With a rental, we arrange it before handover, so you do not need to buy one.

Does the Yellow Card cover the DRC?

Coverage depends on the countries listed on the card. Travel into the DRC has extra rules, so ask us first if your route includes it.

Can I return the car in another country?

One-way drop-offs abroad need special arrangements and are not always possible. Most expeditions start and finish in Kigali.

How long does a border crossing take?

With complete documents, it often takes about one to two hours. Busy times and missing papers can make it much longer.
